Job Title: CHIEF HEARING EXAMINER FOR THE DISTRICT OF COLUMBIA COMMISSION ON HUMAN RIGHTS

DUTIES
This individual will head the D.C. Commission on Human Rights. The Commission adjudicates private sector complaints that have been found to have probable cause and have been certified by the D.C. Office of Human Rights. The hearing examiner, works in coordination with a three-member panel of the Commission, and may issue injunctive relief and award damages. The incumbent will provide oversight and guidance for the day-to-day functions of the Commission. These duties include presiding over every phase of the administrative process including hearings and status conferences. The incumbent will provide rulings on procedural and substantive issues, draft final decisions of fact and law, and prepare status reports for the Commission. The incumbent shall also provide testimony before the D.C. Council, draft legislation and regulations, participate in outreach to the community and supervise other hearing examiners.

QUALIFICATIONS
Basic Requirements: One (1) year of Specialized Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of position to be filled.

Education Requirement: Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
General Experience: Ten (10) years of applicable experience in the areas of human rights, civil rights, employment/labor law, and administrative law. The ideal candidate will possess knowledge of the Human Rights Act, relevant federal discrimination laws, and D.C. Government laws and regulations.

Specialized Experience:
To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Substitution of Education: A substitution of education for required experience will be allowed as defined in OPM's Qualification Standards. However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.

Ranking Factor #1: Demonstrated ability to express orally and in writing complex legal issues and provide legal analysis.

Ranking Factor #2: Skill in planning, organizing and completing multiple tasks of varying complexity.

Ranking Factor #3: Demonstrated administrative skills and ability to supervise professional staff.

Ranking Factor #4: Demonstrated ability to work independently and as a part of a team.

RESIDENCY REQUIREMENT
Residency Preference Amendment Act of 1998: An applicant for a position in the career service or for an attorney position (DC-905) in the Excepted Service who is a bona fide resident of the District of Columbia AT THE TIME OF APPLICATION, may claim a hiring preference over a non-resident applicant. To be granted preference, an applicant must: 1) be qualified for the position and 2) claim preference at the time of application. Except for employees entitled by law to preference, preference will not be granted unless the claim is made at the time of application.

Salary Reduction of Reemployed Annuitants: An individual selected for employment in the District of Columbia on or after January 1, 1980, who is a receiving an annuity under the District Government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of or a plea of guilty to a violation of any criminal drug statute occurring in the workplace.
